Costal Hedge Nettle (Stachys chamissonis) is the most wide ranging West Coast species, and the picture probably shows a variant nicknamed the Great Hedge Nettle (Stachys cooleyae).
It grows from valley floors to mid-mountain areas, in moist areas along streams and other wetland areas.
Like many flowering plants in the mint family, it produces a nice fragrance.
