They are members of the figwort family (Scrophulariaceae), often found along forest trails along the West Coast. Their presence in California is limited to the northern coastal counties.
Snowqueens are sometimes called Spring Queens. They are among the first blooming flowers in mountain areas once the snow melts.
The picture shows an enlarged view of its multiple flowers. They sit on a single stem close to the ground. Not shown are the plant's round leaves.
