A few years back, this page contained an article covering various aspects of ozone loss.
In brief the article discussed the various ways that the parties to the The Vienna Convention and the Montreal Protocol (global treaties dealing with the issue of ozone depletion), agreed to replace the use of chlorofluorocarbons (CFCs), the primary chemicals involved in ozone depletion, with other chemicals that later were discovered to be less than climate change friendly.
Today the chemicals used in refrigeration products are examined for both their ozone-depletion potential (ODP) and global-warming potential (GWP).
Both issues continued to be discussed in international forums. One of the most recent discussions (January 2011), Request for Posting from Canada, Mexico and the United States of America, for example, says,
"Recognizing that hydrofluorocarbons (HFCs) are replacements for ozone depleting substances (ODS) being phased out under the Montreal Protocol, and that the projected increase in their use is a major challenge for the world's climate system that must be addressed through concerted international action..."
